6 December 2016: Round Up Update
Clevedon Conversations has continued to work through the spring-months on the Masterplan project for Clevedon. Future population projections for our village are sitting at 4000+, so efforts to retain a village atmosphere will need to be considered and deliberate.
 
In October we undertook a series of stakeholder workshops with river, show grounds and trail user groups. The purpose of these discussions was to better understand the aspirations of these community groups so that they can be incorporated into the Masterplan.
 
Clevedon Infrastructure Services Limited continues to work towards agreement with Watercare over provision of wastewater to the Village. As soon as we receive confirmation of this agreement we will work communicate timeframes and next steps with you all.

6 September 2016: Clevedon and the Unitary Plan
Auckland Council’s new Proposed Auckland Unitary Plan (Decisions Version) was passed by the city’s councillors on 19 August, following five years of planning.
 
What does this mean for Clevedon? Generally speaking, the rules set out in Plan Change 32 have been adopted by the Unitary Plan. We’ve highlighted a couple of changes below in which you may be interested.
 
New terminology: Plan Change 32 and the Clevedon Structure Plan Area will henceforth be known as the 'Clevedon Precinct' (one of 46 precincts in South Auckland area) and zones are now referred to as ‘sub-precincts’:
Sub-precinct A – Residential - Single House zone, minimum 500m2
Sub-precinct B – Residential - Single House zone, minimum 800m2, maximum 2000m2, with an average of 1000m2
Sub-precinct C – Rural - Countryside Living zone, generally not exceeding 1 dwelling per 4ha (1 dwelling per 2ha on land identified as ‘areas of increased subdivision opportunity’), with provisions for clusters of up to five dwellings on 2500-6000m2 sites.
Sub-precinct D – Business - Neighbourhood Centre zone
Sub-precinct E – Open Space
The precinct plans are available to view on pages 22 & 23 of the Clevedon Precinct.
 
Additional land now able to be subdivided: New areas of ‘Rural - Countryside Living zone’ have been included in the Precinct on McNicol Road and Clevedon Kawakawa Bay Road.
 
Clevedon Waterways are back on: Following a close vote by councillors the Waterways project on North Road now has the underlying land zoning it requires in order to proceed. Consents are still required before development can occur. This development has its own set of rules set out in the Clevedon Waterways Precinct.
 
Amended zoning rules: Plan Change 32 had residential, commercial and rural zones unique to Clevedon. These have been replaced with the Unitary Plan zoning that ‘best fits’ the intention of the Clevedon zones. It means there are changes to activities provided for and to the development controls (e.g. the maximum height of buildings in the village centre increases from two stories to three stories). With the exception of the average lot size in the PC32 Clevedon Residential 2 (now Sub-precinct B) zone reducing from 1400m2 to 1000m2, the lots sizes enabled through subdivision in the Clevedon precinct remain unchanged (lots in this zone may be 800m2-2000m2).
 
Limited building sizes in Rural Countryside precinct: Building coverage in Rural Countryside Precinct is now restricted to no more than 20% of the lot size. In the notified version of the Unitary Plan there was no limit.
 
Removal of the design guidelines: The Clevedon Village Design Guidelines have been removed from the plan. However, in its assessment of resource consents for discretionary and restricted discretionary activities in the village centre the council will assess intensity, scale and design, and determine whether they are compatible with the character of the streetscape and village. To help people understand this character Clevedon Conversations will seek to make the design guidelines publicly available on its website and in print form. For the time being the design guidelines are still available on the Auckland Council website.

Together with three of the major landowners and Clevedon Cares, we attended a workshop hosted by Auckland Council on 25 May to hear Council’s position on Council’s policies and infrastructure as they relate to Clevedon. The key message was that the Council currently has no funding for any roading, parks or community facilities within Clevedon. Auckland Council reiterated its position that currently Clevedon is not a Spatial Priority Area. While the Clevedon community and Clevedon Conversations was applauded for its passion and commitment, no material support for a masterplanning process was forthcoming.
 
15 June 2016: Franklin Local Board Grant Application Declined
Earlier this year we applied for a $60,000 grant for our masterplanning project
from the Franklin Local Board. As major land and asset owners in Clevedon we believe that it is important that Auckland Council has a ‘seat at the table’ during our collaborative and consultative process and contribute just as the four major landowners are.
 
Regrettably, Franklin Local Board declined our application. Members of our group and a number of supporters were at the public meeting in May during which this decision was made and were disappointed to hear the reasons given by the Franklin Local Board, as follows:
- The Board does not want to set a precedent for funding comprehensive masterplans in the Franklin District
- A masterplan runs the risk of raising the community’s expectations unrealistically by illustrating facilities and features for which there is currently no funding to construct
- A masterplan currently has no statutory weight
- The Board believes it is not the ratepayers job to fund a masterplan, but rather the role of the developer
 
In summary, the Chair Andy Baker stated that the lack of support for approving our grant application “is not a commentary on the benefits of a masterplan” and “does not denegrate the work of Clevedon Conversations, which is very good”. It is important to note that our two local members, Angela Fulljames and Malcolm Bell, voted in support of our application. We are well served by these Wairoa representatives and thank them for their ongoing support.

15 June 2016: Masterplan progress update
The masterplanning process is underway thanks to funding from the four major landowners. This phase of the process brings together their proposals, the provisions of Plan Change 32 and the community’s ideas for great outcomes in order to review the proposed development patterns, roading/movement networks and open space and community infrastructure networks. The interface with the mainstreet and the river and river terrace have also been addressed. We continue to work collaboratively with the major landowners to deliver an integrated – rather than piecemeal - plan for Clevedon Village. Despite the setbacks of the last month Clevedon Conversations and the CCBA remain committed to delivering on our objectives and achieving Great Outcomes for Clevedon Village (please visit our website for more information).

They have proposed a Clevedon Village workshop at which relevant Council staff will provide guidance on Council strategies, policies and infrastructure as they relate to Clevedon to assist Clevedon Conversations and their consultants in developing their community–led masterplan.
Auckland Council’s support does not currently extend to funding, but Clevedon Conversations will seek Franklin Local Board grant funding through their community grants.
 
8 March 2016: Clevedon Conversations to launch a Masterplanning process
Clevedon Conversations (CC) is pleased to advise that it will soon launch a masterplan project for the Clevedon Structure Plan Area, with the appointment of a leading independent design consultancy, Isthmus Group. The purpose of the masterplan is to provide an aspirational and best practice toolkit that will help coordinate future development in Clevedon Village and incoorporate the communities’ ideas for ‘Great Outcomes’.

3 December 2015: View our Consultation Results and Recommendations
We are delighted to advise that the ‘Report on Great Outcomes’ is now available to view on our website. This report outlines the results of the work we have undertaken over the last 6-months in which you, the community, identified and then prioritised ideas for Great Outcomes as Clevedon grows.
During August more than 1300 ideas were received, a staggering number for a small community. At our October Open Day we invited you to identify which of the ideas had the highest priority, and a list of 20 key community priorities has emerged. These are on pages 14 and 15 of the Report on Great Outcomes and we’ll discuss these in more detail in 2016.
 
The report includes a list of recommendations, the first of which is a comprehensive Masterplan for Clevedon – a blueprint to deliver the community’s priorities together with the aspirations of major landowners and the Council. In the New Year we will work to identify how this can be achieved in 2016 in collaboration with the major landowners and Auckland Council.
 
3 December 2015: Wastewater Connections – More Information to come in 2016
We have recently spoken to a representative of Watercare about the implementation of Plan Change 32 and the implications for existing Clevedon residents. Watercare have advised that they are working closely with Clevedon Infrastructure Services Limited to develop a program around design, consenting and construction of the reticulated wastewater system and they expect to have more information available for residents early in 2016, so stay tuned.
 
21 October 2015: You're invited
We're pleased to report that your 1300+ ideas for Great Outcomes are now categorised and ready to be viewed at Clevedon Conversations' 'Drop In' afternoon/evening. Please visit us at the Clevedon District Centre on Wednesday 21 October between 2-9pm. Drop in at your convenience to view the results of our August consultation. You will be invited to highlight the ideas that you believe have the highest priority for our community as it grows. We will present a 20min snapshot of major themes at 2.30pm and 7.30pm and discuss our next steps and our thoughts about how we can turn the community's ideas into reality. We look forward to seeing you there.
 
10 September 2015: Major landowners declare support for 'Clevedon Conversations' program
We recently met with the four major landowners to provide a preliminary overview of the ideas for ‘great outcomes’ we had received. Following this meeting we are pleased to share the following statement on behalf of the landowners:
 
“Acorn Parish Holdings, Conmara, Clevedon Village Developments Ltd and Bell Family Trust support the work Clevedon Conversations are doing to deliver best practice growth in Clevedon. As major landowners we intend to use our best endeavours to work collaboratively to deliver great outcomes for Clevedon, and we are interested to see the outcomes of Clevedon Conversations recent great outcome idea gathering. The impending growth of Clevedon is a great opportunity to deliver best practice environmental and urban design outcomes whilst maintaining the wonderful sense of community. By working collaboratively together with the community, Auckland Council, local user groups and other landowners in the village we believe we can all make a bigger Clevedon a great place, to live, work and play.”
 
1 September 2015: 'Great Outcomes' idea gathering phase concludes
Over the month of August we invited you to take part in the 'idea gathering' phase of the Clevedon Conversation's community engagement project. We had hoped for 500 ideas but you blew us away with a staggering 1200 ideas that you think will deliver benefits as we grow. To say that we are ecstatic is an understatement.
 
Communities are all about the people who live in them. This level of participation from our community speaks volumes about our Clevedon Community and what can be achieved if we work together towards planned growth.
 
15 August 2015: Clevedon Conversations receives Franklin District Local Board grant
We are delighted to announce that we have received a $3000 grant from the Franklin District Local Board to help fund the first stage of our project. We presented our plans to the Franklin District Local Board on Tuesday 28 July and we are thrilled that they have demonstrated their support for our project with a financial kick-start. Special thanks to our local representatives, Angela Fulljames and Malcolm Bell, for their genuine engagement, encouragement and advice.
 
29 July 2015: Clevedon Conversations Lauches
We’re underway!  Keep an eye out for the Clevedon Conversations team around the village and come and visit us at the District Centre at our Wednesday Afternoon Drop Ins, from 29 July until 26 August, from 12-3pm.
 
Below we have included updates from the four strategic landowners around Clevedon Village. We are fortunate that these four landowners all live locally and have an understanding of our unique rural-village community. These landowner updates are current as at 27 July 2015.
 
Acorn Parish Holdings
Owners of land on Papakura-Clevedon Road, at the existing entrance to Clevedon Village, including and behind the Clevedon Kidz site.
Acorn Parish Holdings Ltd (APH) is a not for profit organisation formed by a group of local individuals and the Clevedon Presbyterian Church. APH have an on-going vision, to provide for future community facilities. We have taken the first step by the acquisition of 76 acres between the main Papakura-Clevedon Road and the show-grounds reserve.
APH desire to create a development on their land which gives people an opportunity to not only regard their house as home, but literally extends that concept, to one where individuals have a wider sense of belonging to Clevedon, and the facilities there. Plan Change 32 makes provision for the Clevedon Special Development Zone, within APH land holdings. This zoning is a flexible one designed to provide for the requirements of the church and their associated community activities. The land zoned residential allows housing development that will generate funds for the new facilities. All APH profits will fund the development of the new church/community facilities.
 
Bell Family Trust
Owners of land on Monument Road, opposite the Clevedon Tennis Club.
The Bell Family Trust is working with Clevedon Infrastructure Services Limited to assist Auckland Council and Watercare with the delivery of the wastewater infrastructure, but the design of any development on the landholding has not commenced.
 
Clevedon Village Developments Ltd
Owners of land between Clevedon Village and the Wairoa River.
Clevedon has an opportunity to become a unique village, building on its historical past. As purchasers of the previously known Cunningham property, we are planning a subdivision to be known as Glencairn. This will provide residential accommodation and commercial amenities and incorporate a pedestrian friendly precinct which will complement the existing community and village atmosphere
 
Conmarra
Owners of land to the west of Clevedon Village between Twilight Road and Papakura-Clevedon Road, and to the south of Papakura-Clevedon Road between Ryburn's Bridge and up to the APH land holding.
We are working on our advanced concept plans and are almost ready to talk to adjacent major landowners about how we can work together collaboratively to deliver the Structure Plan. The next stage will be to work with major infrastructure suppliers.
